Can having a pacemaker qualify a person for ssi disability?

You know you're wired when...
You have a $50,000 chest.

My pacemaker was installed in 1998 and I have not felt better. The mental part is the toughest.
By itself?

No. Unless the underlying reason you need a pacemaker qualifies, there is no way a pacemaker, alone, will do it. I can imagine that CHS could trip that wire but a pacemaker used to treat it wouldn't. A pacemaker's primary use is to improve the quality of life, which means it may just do the opposite.
What an odd question. I'd like to hear the back story.
