Is it legal to ride a motorcycle with an ICD? How long must I wait to drive a car? Do I have to report the ICD to the Arkansas DMV?

Here in Virginia, DMV States that if you have a blackout or pass out, you are on a six month no driving restriction. If you have another episode within that period of time, the clock resets and you start your 6 months over again.

I am not aware of any restrictions for motorcycle licensing due to an ICD. I ride, although I haven't been riding lately due to dizziness (not caused by ICD but by the disease that necessitated my ICD).
I would be careful, especially regarding what medications you are taking. They sometimes make us a like woozy or dizzy. Not a good thing on a bike...
