so my mom was supposed to be wearing a heart monitor vest and it helps keep her heart from get to beating to fast till her surgery date the 19th since she didnt will this cause any complications in her surgery

Providing that your mom is alive when she turns up on the 19th , whatever she wore or didn't wear , and no matter what her heart rate was, up to that point ,won't make a scrap of difference to the surgery.
