I am curious as to whether or not someone like myself can obtain business venture with a rep replacing batteries in pacemakers? Please advise.

FDA Approval

As Sparrow points out, the entire device is replaced, however if you wanted to negotiate a contract to act as an agent of a manufacturer, I believe you would need FDA approval in the US, as well as equivalent administrative approval in most countries. The other obstacle you may encounter is the proprietary nature of each Pacemaker manufacturer. For example, I don't believe that companies like Medronic or Boston Scientific license other companies to work on their equipment (other than the programming aspect which I am sure that each pacemaker technician signs intelectual property waivers.)
All in all,it would be a difficult business model to implement in my opinion.

Changing Out Pacemaker Batteries

Dear Mr. Briggs,
Since the batteries are an integral part of the pacemaker unit which is implanted in a person's body I'm sure you can. That is right after you complete medical school and get a license that will allow you to do surgery on people. Also, you will need to able to put in or remove pacemaker leads (wires) that run from the pacemaker to the interior of the heart.
