My questions is that has anyone ever heard the story that a person has to wait until the leads have a chance to mature in a patients body before any pacemaker settings can be changed?

Like Tracey said, there are some settings like the stimulation amplitude (output) that will change after a couple of weeks. So, of course you can - and often even have to - program these settings, but you have to wait a few weeks until they can be optimized. So, very often you get some basic/nominal settings in the beginning, and then after 6 weeks and after 3 months these are optimized.
But there are also settings that shall not be switched on before the leads have matured. Medtronic, for instance, warns that one should not activate the "Reactive ATP" feature before this process has been completed. This is a special feature to treat atrial tachy-arrhythmias.

Not sure what you mean by mature, but they usually start it turned up higher than it needs to be until some scar tissue builds up around the leads. At the first check, they usually turn it down to the lowest signal that still gets through and makes the heart beat. That's also when they usually start fine tuning it to our personal needs vs the standard settings. Does that answer your question?
