Hi Tammie,
Pacemakers do not have to restart themselves because they are never off. When one is assembled and the battery is put in and connected to the PM circuitry some testing is done to be sure every thing is working as it should and the PM case is sealed. From the time that battery is connected the PM is never off until the battery power is completely depleted. I fact I understand there is not on-off switch on a PM, so to answer your question, "just curious do all PM re start them selfs" the answer is "no" since they are never off, just shift from mode to mode as the settings require.
A PM has different modes that are based on its settings it can shift itself through. Such as during a checkup and they put a magnet over the PM it will automatically shift to a "magnet mode" for further PM checks and changing settings as necessary. And then back to the run mode. My name for it which may not be correct.
