pacemaker implant

Its been a year that a pacemaker with dual leads was implanted on my left side. From the very begening I am having a swelling  just above the collar bone on the side of the pacemaker. I enquired from my doctor who said it will go away. But even after one year the swelling is still there . Any one having similar problem? Any suggestion from any one?
