Can't drive HR over 115

Is it possible that my device is limiting my max HR and if so how can I get this fixed.? I have difficulty biking up long hills and staying in extended tennis rallies....

Without knowing the knowing the reasons for the PM or the setting it is hard to know what is limiting your HR.

But it certainly could be the PM settings.

The main ones are the maximum tracking rate.
Not having rate response turned on.
And the max rate response too low.

Also some meds can cause this.

I had your type of problem before. I found that the Beta Blockers I was on made it almost impossible to run on the tread mill and get a pulse rate over 130.

Why do you have the pacer? It could be your upper limit is too low. It could be medications holding your rate down, if you are on any. If you need rate response to get your rate up, it's probably not picking up enough movement to kick in on the bike. A stress test will show exactly what your heart does on exertion which may help them tweak the settings.
