Okay i need to start rebuilding muscle mass. im 4 weeks out and need to get healthy. my arms are batwings. my legs ugh. trying to get lean with pacermaker. been doing cardio only treadmill. dtr said whenever im scared to lift with arms.

It's not just safe but good to move your arms! You don't want your shoulder to freeze. Unless your dr told you otherwise, don't lift anything heavy and don't raise the arm above shoulder level for 6 weeks.
After 6 weeks, go ahead and add some weights to the cardio, step it up if you want! Push ups and tricep dips are great for the core and arms, lunges and squats for the legs. We're all different but I do best in a class, I push a lot harder when there's a coach watching and friends doing it with me. When I'm on my own, I get tired and fizzle out rather than pushing through it until I get a second wind.

Check with your Dr. I believe you can lift arm. just not anything heavy yet.
