Is it safe  to use the Hairmax Pro 2 for hair loss with a pace maker?

If I understand it (a laser to stimulate folicles), no, it's no problem.  The problem with these sorts of personal care units comes in when a current is passed through the torso, possibly upsetting the pacemaker.
