Tingling pain in PM area, arms, shoulder, upper chest

My PM was inserted 38 days ago and  I developed a Hematoma (swelling, bleeding underneath my skin). Black blue bruises on my breast after 2 days.  It’s getting better now , bruises lightened just tightening on PM area and arms but I still have this tingling pain come and go in my arms, shoulder, chest. Also am coughing a bit itchy throat is this common?

A hematoma isn't normal but it's not unusual either. Tingling is more common.  You've had  trauma to your shoulder and a lot of swelling. It's also not that uncommon for nerves to be cut.  Until it's all healed, you may have more.  Look for itching, too.  ;-)

OTOH, the throat thing is most probably coincidental but a "tickling" persistent cough is one sign of heart problems.  Since you just had a pacemaker implanted, I'd guess they've checked you out pretty well.  Also make sure your wound isn't infected.  This is critical.

How long do you think usually this healed. So impatient particularly your arm movement. My arms quite tightened moving sideward and forward and still hurts and how long I am allowed to raise my arms upward? Also I am not allowed to lift more than 10lbs for how long? Please help so depressing.

Healing how long? Thank you agentX86 appreciate your input

It varies quite a bit but there is something in your second post that worries me more than your other symptoms.  You say "quite tightened moving sideward and forward".  This indicates "frozen shoulder".  This isn't good.  You must use that arm as much as possible, within the limits given.  After 38 days, there shouldn't be any limitations imposed. Use it or lose it('s function).  If you don't use it, it'll only get worse and the recovery will make the pain of the PM implant seem like child's play.

As far a the initial sysmptoms go, it can take weeks to months for them to go away.  I didn't have a hematoma but that can only make things more difficult.  You're still early in the healing process BUT YOU MUST MOVE THAT ARM. Use it as you would normally.  You should be able to reach with it now but your surgeon may have given you tighter/longer restrictions.  Always listen to your doctors before someone you don't know on the Internet.  We can only go by our experiences and research.  You're a different person, different heart issues, and a different doctor.
