What does it mean when they say I'm 99% paced?

If you believe the number, it means that 1% of the heartbeats are initiated by the heart, rather than the pacemaker. In reality, you're being paced 100% of the time, perhaps with a PAC thrown in once in a while.  IOW, keep your pacemaker.  ;-)

How many leads do you have? Do you have complete heart block?  If the pacer is there to keep the lower chambers in sync with the upper chambers then the lower chambers are possibly driven 100% of the time, upper lead monitors and keeps the upper chambers within the upper and lower limits set into the device, the lower lead(s) drive the lower chamber(s).  Upper leads not necessarily 100% of the time or perhaps a realtively small percentage, but for this kind of use case the lower chambers would be near 100% and as a result you are 100% paced.

If the doc told you this (99% paced) and was not concerned about it then it is likely one of the conditions and pacer solutions where 100% is expected or typical.  But what it does mean/imply is that 99% of the beats (for at least one of the leads) is at or almost every beat driven by the pacer as AgentX86 stated.

Don't get hung up on how much you pace.  You pace what you pace.  

The main question is how do you feel?  If you're feeling OK then the 99% pacing is doing well for you.  

It doesn't mean the heart is getting "lazy".  Nor does it mean you will suddenly die if (in the rare situation) the pacemaker would quit.  It's just an indication of how much the pacemaker needs to initiate your heartbeat.  

I pace 80-90%.  They have my heart rate set to 60 BPM.  My natural heart rate was in the 50's and was dropping down in the 30's.  So with the rate set at a higher level I'll pace more than I would with a natural heartbeat.  I also didn't feel as good with my natural heartbeat so I don't complain.
